WHY 'MINOR BILLS'?

A MILITANT lawmaker scored President Benigno Aquino III over the “minor bills” included in the priority list of the Legislative Executive Development Advisory Council.Bayan Muna Rep. Teddy Casino said “except for the Reproductive Health bill, other priority measures included in the LEDAC do not address the country’s basic problems." “Why is the President prioritizing minor bills? Where’s the promised change?” Casiño asked.
