Franklin Drilon acknowledged yesterday that without President Aquino’s approval and cooperation, efforts to amend the Constitution by Congress would likely fail.Drilon explained that the amendment of the Constitution is basically a function of Congress as a constituent assembly but it needs the support of the President.  |
