SY EGCO, Manila Times  PRESIDENT Benigno Aquino 3rd has prepared a P3.9-billion “pasalubong” or welcome gift for the would-be officer-in-charge (OIC) of the Autonomous Region in Muslim Mindanao (ARMM).Highly-placed sources this week said that President Aquino withheld the release of P3.9 billion in educational and health assistance for the region and is holding on to the money that he intends to release once his chosen OIC is installed.  |
