by JAIME PILAPIL, Manila Times  PRESIDENT Benigno Aquino 3rd playing party pooper to his allies in Congress by dousing their recent drumbeating to effect Charter change, or “Cha-cha,” did not sit well with Senate President Juan Ponce Enrile.He said that he has not wavered from his position against amending the 1987 Constitution, not even for “economic reasons,” saying that Cha-cha is not a necessary move to improve the country’s struggling economy.  |
