AÑONUEVO AND JEFFERSON ANTIPORDA, Manila Times A WEEK after Typhoon Pedring pounded Luzon, officials have started playing the blame game, refusing to admit that their agencies should be faulted for the massive floods that submerged vast areas in Nueva Ecija, Pampanga and Bulacan. The state-owned National Power Corp. (Napocor) on Monday denied that the dams operated by the company caused the floodings in Luzon.
